Controlling or abuse?

That is definitely abuse!!! As a citizen of humankind I think it is our responsibility to stick up for those (children) who can not speak. I have no tolerance for child abuse and if your gut tells you that what you saw is abuse, report it by all means. It can only help the child in the future and if anything were to happen, there will be a report of abuse already on file. If after three months have gone by and you are still concerned, that tells me right there that you need to take action.
