How do leaders today seek to demonstrate their humility and sense of fairness?

Do leaders today have a sense of fairness or humility?I doubt.All they want is to become a leader.They promise so many development projects and win votes.Then they conveniently forget the promises.If they keepup their promises, that will be real leadership quality.
