Did Hershey bars use to be wrapped in wax paper?

Is it true that for a long time, Hershey chocolate bars were wrapped in wax paper or gline instead of the foil that I remember from the '80s and '90s? I think I read somewhere that they switched from foil to wax paper in the 1940s, then back to foil decades later.
