Recessed light wiring (no attic access) is it okay to run wires over joists?

Sounds like you have researched this pretty well. Wiring around the joists is fine. I would suggest a product called "wiremold" that is a decorative channel that the wires go through. It keeps them all together and gives it a decorative look.
