What does the alliteration of s's and a's mean in this quote from the great gatsby?

There's no alliteration here, however there is consonance (with the s's) and onance (with the a's). I've read and done a lot of work on The Great Gatsby, and the only use of said literary devices would be to create a little bit of harmony in the text. It's not significant to the plot or context.
